This article examines women’s participation and equal opportunities as interrelated dimensions of social progress in Uzbekistan. Drawing on a qualitative review of the Constitution, legislation on equality and protection from harassment and violence, and the policy priorities described in the source manuscript, the study develops an analytical framework for evaluating support measures in higher education, scientific careers, entrepreneurship, employment and public administration. It differentiates formal rights and programme outputs from substantive outcomes, including sustained participation, professional advancement, enterprise viability and meaningful access to decision-making. The analysis identifies institutional coordination, transparent eligibility criteria, accessible information and outcome-oriented monitoring as central conditions for effective implementation. As no original survey or longitudinal dataset is available, the findings are conceptual and policy-oriented rather than causal estimates. The article proposes a structured set of indicators for subsequent empirical evaluation of women’s inclusion and empowerment in Uzbekistan.
