Abstract

The article analyzes innovative mechanisms for supporting small business initiatives at the mahalla level to increase employment and reduce poverty. The study examined the effectiveness of digital grant platforms, the “Youth Notebook” and “Women’s Notebook,” micro-grant and microloan programs, as well as mini-clusters and the institution of business advisors established within mahallas. Statistical data for 2021-2024 indicate that the integration of financial support and innovative services significantly increased entrepreneurial activity at the mahalla level. Sociological surveys confirm that innovative mechanisms accelerate the processes of application submission, training participation, and consultation through digital platforms. The research concludes with practical recommendations for forming a sustainable entrepreneurial ecosystem at the mahalla level.
